<td valign="top">Housing and Urban Development Secretary Shaun Donovan today awarded nearly $201 million to 731 new local homeless programs across the country. This funding provides critically needed emergency shelter, transitional housing, and permanent support for individuals and families and is a significant part of the Obama Administration&#8217;s strategic plan to prevent and end homelessness.</p>

<p>&#8220;This funding represents the Obama administration&#8217;s financial commitment to Opening Doors&#8217; vision of ending chronic and Veterans homelessness by 2015, family homelessness by 2020, and setting us on a path to end all types of homelessness. It also reinforces our pledge to work in partnership with local communities to further innovative public-private partnerships,&#8221; said U.S. Interagency Council on Homelessness Executive Director Barbara Poppe.</p>

<p>HUD recently awarded $1.47 billion to renew funding to more than 7,100 existing local homeless programs operating across the U.S. That funding ensured housing and service programs remained operating in 2012. The grants announced today will support new local programs never before funded by HUD.</p>
<p>&nbsp;</p>
<p>&#8220;Today&#8217;s grantees will join the tens of thousands of local programs that are on the front lines of helping those who might otherwise be living on our streets,&#8221; said Donovan. &#8220;It&#8217;s incredible that, as we work to recover from the greatest economic decline since the Great Depression, the total number of homeless Americans is declining, in large part because of these funds.&#8221;</p>
<p>According to the latest data reported by more than 3,000 cities and counties throughout the U.S., homelessness declined 2.1 percent between 2010 and 2011 and a remarkable 12 percent among Veterans.</p>

availability of discretionary funds from the Fiscal Year (FY) 2012
Section 5309(b)(3) Bus and Bus Facilities Program and the FY 2011
Section 5312 National Research Program for continuing support of the
Federal Interagency Coordinating Council on Access and Mobility's
(Coordinating Council or CCAM) Veterans Transportation and Community
Living Initiative (VTCLI).
    The Surface and Air Transportation Programs Extension Act of 2011
(Temporary Authorization, 2012) continues the authorization of the
Federal transit programs of the U.S. Department of Transportation (DOT)
through March 31, 2012, and provides contract authority for these
programs equal to approximately one half of the amounts available in FY
2011. Under this funding opportunity, subject to funding availability
by Congress, FTA will provide approximately $25 million in unallocated
discretionary FY 2012 Bus and Bus Facilities Program funds,
supplemented by approximately $5 million in unallocated FY 2011
National Research Program funds.
    This grant opportunity, referred to as ``VTCLI II'' in this notice,
makes funds available to state and local governmental agencies for the
capital costs of creating, expanding, or increasing access to local
One-Call/One-Click Transportation Resource Centers (One-Call/One-Click
Centers), as well as some research costs to demonstrate successful
implementation of these capital projects. The One-Call/One-Click
Centers simplify access to transportation for the public by providing
one place to connect veterans, service members, military families,
persons with disabilities and other transportation-disadvantaged
populations, such as older adults, low-income families or disadvantaged
youth, to rides and transportation options provided in their locality
by a variety of transportation providers and programs.
    This notice describes the transportation service coordination and
simplified customer access priorities established by the Coordinating
Council's partnership, the criteria the interagency review panel will
use to identify meritorious projects for funding, and how to apply.

<p>WASHINGTON — Two years after Congress passed a high-profile law to improve health care for military veterans, lawmakers and advocates are again raising alarms that the sprawling Department of Veterans Affairs is not expanding help for the nation&#8217;s former fighters and their families as quickly or widely as intended.</p>
<p>This time the dispute is over two mental health measures: one to establish a network of peer counselors so that Iraq and Afghanistan veterans have someone to consult with who shares their war experience, the other to give the families of National Guard and reserve members temporary access to mental health services at VA facilities.</p>
<p>Veterans Affairs, the second largest federal agency after the Defense Department, says it was already providing the help that Congress wrote into law in May 2010. Advocates for veterans, though, say the VA is effectively ignoring the law&#8217;s demand for those two steps.</p>
<p>&#8220;The VA does some wonderful stuff, don&#8217;t get me wrong, but they seem to be ignoring their obligations under this law, almost to the point of being a scofflaw,&#8221; said Peter Duffy, deputy director for legislative programs at the National Guard Association of the United States.</p>
<p>The VA says it already offers peer support and family counseling at about 300 vet centers around the country. The vet centers are located in strip malls, downtown stores and in office buildings around the country. About two-thirds of the workers are veterans. So, rather than create an entirely new program, the department has told lawmakers that it&#8217;s meeting the bill&#8217;s requirements through existing services.</p>
<p>&#8220;I think we need to use the legislation in a positive sense to reinforce what we&#8217;re already doing,&#8221; said Dr. Jan Kemp, director of the VA&#8217;s suicide prevention program. &#8220;As the need increases, which it inevitably will, we&#8217;ve got the legislation now to help us move resources in that direction. It&#8217;s an evolving sort of process.&#8221;</p>
<p>The VA&#8217;s response has upset those who fought to get the legislation passed. They expected the VA to establish a peer support network consisting of Iraq and Afghanistan vets at each of its 152 hospitals. They also expected family members of guardsmen and reservists to temporarily have access to the full range of mental health services available at the VA&#8217;s hospitals and its nearly 800 outpatient clinics.</p>

			<content:encoded><![CDATA[<p>The U.S. Department of Veterans has announced the availability of funding for the Per Diem Only component of the Grant and Per Diem Program.  Please note that capital funds are not available through this NOFA and that this NOFA is very different from previous ones although the PDO application has not significantly changed.  Applications are due to the National Program Office no later than 4:00 pm Eastern Time on Wednesday, May 30, 2012.</p>
<p>Through this NOFA, the VA expects to fund about 450 beds over a 3-year period for Funding Priority 1 and about 150 beds under Funding Priorities 2-4.  Applicants may only apply for one funding priority and clearly indicate this priority in the cover letter.  Funding priorities are below:</p>
<p><strong>Funding Priority 1</strong>:  This priority uses the “Transition in Place” housing model, where homeless veterans are provided with housing and supportive services.  The supportive services transition out of the residence over time, not the resident.  This mean that the applicant must own or lease apartments intended as permanent housing for an individual or family.  As the veteran assumes the lease or other long-term agreement for the apartment, the VA will no longer provide funding for this unit.  It means that the grantee then must identify a new unit in which to place another veteran.  Special emphasis is on underserved populations, including homeless women veterans with or without dependent children.</p>
<p><strong>Funding Priority 2</strong>:  Your project site(s) must have a Rural-Urban Commuting Area (RUCA) Code of 10.0 to 10.6 in order to be eligible to apply under this priority.  RUCA codes are available on the website by zip code and State.  This priority creates transitional housing and supportive services for homeless veterans not to exceed 20 beds per project.</p>

<p><strong>Funding Priority 3</strong>:  Applicants must be Indian Tribal Governments or non-profit agencies that will create transitional housing and supportive services for homeless veterans on Indian Tribal Property.  Each project cannot exceed 20 beds.</p>
<p><strong>Funding Priority 4</strong>:  State and local governments, faith-based and community-based organizations, and eligible entities in the District of Columbia or any territory or possession of the United States are eligible to apply for this priority.  Transitional housing and supportive services for homeless veterans, not to exceed 20 beds per project, must be created.</p>
